  1. Make the dough: In a large bowl, combine the flour, warm water, oil, and salt. Knead until smooth and elastic. Cover with a damp cloth and let rest for 30 minutes.
  2. Make the filling: In a large bowl, combine the ground chicken, cabbage, carrots, scallions, garlic, ginger, soy sauce, oyster sauce, sesame oil, salt, and pepper. Mix well.
  3. Assemble the momos: Roll out the dough on a floured surface into a thin sheet. Cut out circles using a 3-inch cookie cutter. Place a spoonful of filling in the center of each circle. Fold the dough over the filling and pinch the edges together to seal.
  4. Steam the momos: Place a steamer basket in a pot of boiling water. Arrange the momos in the steamer basket, making sure they don't overlap. Cover the pot and steam for 10-12 minutes, or until the momos are cooked through.
  5. Make the dipping sauce: In a small bowl, combine all the dipping sauce ingredients. Stir well.
  6. Serve: Serve the hot momos with the dipping sauce.
