- Make the dhokli: In a bowl, combine the wheat flour with salt and water to form a smooth batter. Heat a steamer and grease a plate with oil. Pour the batter onto the plate and steam for 10-12 minutes or until cooked through. Let it cool completely.
- Assemble the dal dhokli: Heat oil in a pan and add the ginger-garlic paste and green chilies. Sauté for a few seconds until fragrant. Add the cooked dal and mash it slightly with a ladle. Add salt to taste and simmer for 5-7 minutes.
